In July 2018, Inside Policy was engaged by the Department of Prime Minister and Cabinet to facilitate national consultations with Australian Public Service (APS) employees and members of the public to assist an independent review of the APS. The Review’s purpose was to examine whether APS’s capability, culture and operating model were suited to harness the opportunities of a transformed Australian economy and society, in an increasingly complex global context.
Through the project Inside Policy consulted 481 individuals over 29 consultations in 16 locations. Consultations included APS employees and members of the general public. All consultations were face to face workshops with a mix of large group exercises, small focus groups and some individual exercises. These workshops were also recorded by a scribe to be used in thematic analysis for the project.
The consultations produced valuable findings to inform the Review of the APS. Consultations highlighted valued aspects of the APS such as unity, citizen focus and diversity and helped the Review Panel form and test a vision for the future of the APS.
