In 2021, Inside Policy, after completing the evaluation design and mid-point evaluation in 2019 and 2020, was engaged to complete the Final Evaluation of the Elder Abuse Service Trials on behalf of the Attorney-General’s Department.
The evaluation design consisted of a mixed method qualitative and quantitative examination focussing on outputs and immediate, intermediate and ultimate outcomes identified in the program logic.
To deliver the project, the Inside Policy team undertook:
qualitative data collection including 11 semi-structured depth interviews with service provider representatives, site observations
a desktop review of project documentation including departmental program documents, project inception material, performance reporting data and other relevant fact sheets and guidelines
a literature review of domestic and international comparable program evaluations focusing key element including evaluation questions, measures and data, and data collection practices
a client survey
three-hour workshop with the AGD and key program stakeholders to co-design the draft framework.
